It was a museum charter. There has been some adjustment of the sky, but the
car is clearly westbound on Second Avenue west of the Brady Street Bridge.
It's posed with someone's old auto. There are also photos of the car (4398)
at Glenwood Car House that day.
Pittsburgh Railways never operated on Route 906, or in Belle Vernon, and I
would venture a strong guess that 4398 never saw the Charleroi/Donora area.

The current picture title is not the original is it. The original stated
this car was "in Belle Vernon northbound" on Route 906(?) A couple people
wrote to the poster after discussion here and he immediately changed the
title.
It also appears to be a double exposure--on enlarging a third trolley pole
and overhead hanger floating in space are quite visible. This may account
for the strange dark sky within the triangle formed by the front trolley
pole and rope.
Do you know anything more about this charter? It does not appear to be an
early museum charter.
