I suspect W.P. relates to the West Penn booklet that came out in 1952. Mac MacGrew, being in the publishing or printing business, had a lot to do with PERC publications of the era.

A bit more history
 
It was in an envelope postmarked 1952 addressed from John Baxter to Max MacGrew.  Includes in pencil this note:  "Bob.  Please give to Baxter with W.P."
 
So this might have been the source document for the PERC booklet.
 
The w.p. comment apparently pertains to a fare zone list.
