There was no link - I was commenting on your reply and mentioned the source for the pamphlet I had previously posted and the note written on the outside of the envelope in which it was found.  The w.p. relates to a folded sheet listing west penn farezones that was also in the envelope.  Plus a couple fare receipts, but that is extraneous to the route number pamphlet.
 
This envelope 'hints' at a source document of the PERC mimeographed booklet that you mentioned.
